Leaving is a notification, not a permission. The one leaving notifies the record office; the record does not close, it stays open. A child born far away is entered in the ledger by notification. The diaspora ledger is an extension of the main ledger, not a separate one. This service is carried out only at Valen record offices. No online application is taken.
The procedure is published in full — who declares, where, and within how many days. This is not a lack; a fake login would be a lie.
