A birth is declared at the record office within forty days. Either parent, or whoever attended the birth, makes the declaration; the ledger row is opened the same day and its number is read back to the declarant. All that is required is a statement of the day and the place. No document is demanded; the statement is checked against the ledger. This service is carried out only at Valen record offices. No online application is taken.
The procedure is published in full — who declares, where, and within how many days. This is not a lack; a fake login would be a lie.
