Article 1 — Basis This law governs the sole path of exception provided for by the ninth article of the Constitution. There is no state of emergency; there is necessity, and it is measured.

Article 2 — Definition Necessity is a concrete danger, directed at one of life, mind, dignity, livelihood, record, or measure, that would cause harm if left to wait.

Article 3 — Extent Necessity is measured by its own extent. The measure taken may not be broader than the danger requires, and its term is written at the outset.

Article 4 — Record An act of necessity enters the record at the moment of the act. A measure that does not enter the record is deemed not taken.

Article 5 — Forbidden ground No necessity may legitimate torture, the deletion of the record, the halting of notification, or the silencing of the judiciary.

Article 6 — Lapse A measure lapses of its own accord when its written term expires. Extension is a new act and requires new grounds.

Article 7 — Account Every lapsed measure is read and debated at the first Ranenor session that follows.
