For twenty-two years the same article has been debated, and the same five-vote distance has been kept. Eleven thousand four hundred unregistered people live within that distance.

The minority attaches the record of the fourth vote to this dissent and writes this: to stand at the threshold is a choice; to be kept waiting at the threshold is something else.
